IGPP hosted the 2023 Academic Conference on Chinese Public Management

The Annual Academic Conference of Chinese Public Management was held at Fudan University on October 21-22, 2023. The conference was organized by the Institute for Global Public Policy, Fudan University.

The theme of this year's conference was Modernization of State Governance and Global Governance. Over 200 experts and scholars from more than 60 renowned universities and research institutions across China gathered at Fudan University to discuss how the field of Chinese public management can achieve high-quality development in academic research, talent cultivation, and disciplinary construction. The goal was to promote research on the modernization of state governance and global governance.

On the afternoon of the 21st, the conference was officially started. Professor Lan Xue from Tsinghua University and Professor Zhimin Chen, the Vice President of Fudan University, delivered welcome speeches respectively. They warmly congratulated the convening of the conference and expressed their anticipation for fruitful academic exchanges and outcomes from the conference.

Professor Yijia Jing, the Dean of the Institute for Global Public Policy at Fudan University, presided over the keynote speech session of the conference. He invited Professor Huang Ding from Wuhan University, Professor Zhenming Chen from Xiamen University, and Professor Evan Berman from FGV University in Brazil to share their views on disciplinary construction and academic development in public administration, and provided brief comments on their presentations.

The first plenary roundtable of the conference was chaired by Professor Yihan Xiong, the Vice Dean of the School of International Relations and Public Affairs at Fudan University. The discussion focused on the theme of Modernization of State Governance. Participants were Professor Ankui Tan, the Dean of the School of Government at Sun Yat-Sen University, Professor Zhirong Zhao, the Dean of the School of Public Affairs at Zhejiang University, Professor Xiaolin Wang, the Executive Vice Dean of the Six Industrial Institute at Fudan University, Professor Chao Ye from the School of Geographic Sciences at East China Normal University, and Professor Qiqi Gao, the Dean of the Institute of Political Science at East China University of Political Science and Law.

The second plenary roundtable was chaired by Professor Yijia Jing. The discussion centered around the theme of Modernization of Global Governance. Discussants were Professor Xufeng Zhu, the Dean of the School of Public Policy & Management at Tsinghua University, Professor Fanbin Kong, the Dean of the School of Government at Nanjing University, Professor Lihua Yang, the School of Government at Peking University, Professor Daniel Guttman, a Visiting Professor at the Institute for Global Public Policy at Fudan University, and Professor Alfred Ho, the Head of the Department of Public and International Affairs at City University of Hong Kong.

Following the discussions, Professor Xufeng Zhu, the Dean of School of Public Policy & Management at Tsinghua University, presided over the award ceremony for excellent papers. Thirteen outstanding papers were selected at this year's conference, including two first prizes, four second prizes, and seven third prizes. 

During the closing ceremony, Professor Jing Yijia handed over the hosting rights of the conference 2024 to Professor Ling Zhang, the Party Secretary of the School of Public Policy and Administration at Chongqing University.

On the 22nd, the conference organized Young Scholars Forums throughout the day. Over 100 young scholars from the field of public management in China engaged in lively and in-depth academic discussions on 23 themes, including global governance, policy implementation and impact assessment, digital government and governance capacity, crisis learning and emergency management, public finance and performance management, public satisfaction and public participation, accountability mechanisms and grassroots governance, public organizational operations, social governance mechanism innovation, public health and health policies, environmental governance and policy evaluation, rural public governance, digital governance and public participation, policy design and innovation, and more.
