XiaoHu Wang is a professor of public administration at City University of Hong Kong (CityU). He is interested in the role of policy implementation capacity-building in improving performance of public institutions. He has used this capacity-building approach to study institutional forces influencing performance management, sustainable development, collaboration, and fiscal policy success of governments in the United States, China, and Hong Kong. He has published extensively on these topics. In practice, he has conducted program evaluations for many local governments and nonprofit organizations in the United States. He is the author of close to 100 publications including the popular textbook Financial Management in the Public Sector (Routledge). He served on many academic editorial boards. He chaired American Society for Public Administration (ASPA) Section on Public Performance and Management, and was acting head of the Department of Public Policy at CityU, among many administrative responsibilities. He won multiple teaching and research awards.
