Dr. Evgeny Styrin is a Head of the Laboratory for Digital Transformation in Public Administration, leading researcher and associate professor affiliated with the National Research University Higher School of Economics (Moscow, Russia). His fields of expertise are public services performance management, open government, digital government, interagency information sharing, open data and public IT strategy development and evaluation. Mr. Styrin develops and provides trainings, teaching courses for students and civil servants in the area of digital government, open data, strategic IT planning, and civil service. His work has been in published in the Journal of Institutional Economics, Government Information Quarterly, Transforming Government: People, Process, Policy, International Journal of Electronic Governance.
