Alvaro Mendez

教师简介

Professor Alvaro Mendez has over two decades of experience in international relations, with a focus on the Global South, sustainable development, and the dynamics between global powers and emerging economies. He is the Director of the Global South Unit at the London School of Economics and Political Science (LSE) and a Senior Associate Fellow at LSE IDEAS. He leads research on international development and foreign policy, particularly in Latin America, Asia, Africa, and the Middle East. He also serves as Principal Investigator for a project funded by the Development Bank of Latin America (CAF), focusing on infrastructure challenges in the region and the role of international financial institutions such as the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB).

He is the author/co-author of several books, including The China-Latin American Axis: Emerging Markets and Their Role in an Increasingly Globalised World (Palgrave, 2017) and China and Latin America: Development, Agency and Geopolitics (Bloomsbury, 2023), as well as numerous peer-reviewed articles on international relations and development. Professor Mendez is a Research Professor at Universidad Rey Juan Carlos in Madrid, collaborating on a project funded by the Spanish Ministry of Science and Innovation. Throughout his career, he has published extensively and contributed to global academic and policy discussions, including as a member of the Colombian Council of Foreign Affairs (CORI) and Associate Fellow at the Geneva Centre for Security Policy (GCSP).

Chris Alden

Professor Chris Alden teaches International Relations at the London School of Economics and Political Science (LSE), where he is Deputy Head of the Department (PhD and Research). He is also Director of LSE IDEAS and a Research Associate with the South African Institute of International Affairs (SAIIA).

He is the author/co-author of numerous books, including Apartheid’s Last Stand (Palgrave, 1996), Mozambique and the Construction of the New African State (Palgrave, 2003), China in Africa (Zed, 2007), and China and Latin America - Development, Agency and Geopolitics(Bloomsbury, 2023). He has also co-edited influential works such as China Returns to Africa(Hurst, 2008) and New Directions in Africa-China Studies (Routledge, 2019), along with numerous articles in internationally recognized journals. Professor Alden has held fellowships at Cambridge University, the Institute of Social Science at the University of Tokyo, Ritsumeikan University in Kyoto, and other prestigious institutions.

This course focuses on China’s Belt and Road Initiative (BRI) and how China is leveraging its material power in pursuit of global leadership through the implementation of ‘development as grand strategy,’ with a special focus on developing regions. China's economic position, coupled with an astute use of finances stemming from its neo-mercantilist policies, has enabled it to become the leading trading partner and a significant investor in the Global South. Moreover, through the BRI, the Global South increasingly features in Beijing's expanding security interests, digital infrastructure projects, and soft power initiatives.

Understanding how dynamics in this relationship are impacting a host of global and contemporary issues—such as BRICS expansion, multilateralism, peacekeeping, and sustainability—is crucial to shaping the 21st century. Students will gain a deeper appreciation for the concept of agency, linked to the varied responses from countries and regional organizations to the BRI, ranging from policy elites to local communities, while also situating China’s engagement in the context of other traditional and emerging powers.
