Jess Reia is an Assistant Professor of Data Science at the University of Virginia, a Non-Resident Fellow at the Center for Democracy & Technology in Washington, D.C., and a Visiting Scholar at IGPP Fudan University. Before joining UVA, Reia was appointed Mellon Postdoctoral Researcher at McGill University and BMO Fellow at the Centre for Interdisciplinary Research on Montreal in Canada. From 2011 to 2019, Reia worked at the Center for Technology & Society at FGV Law School in Rio de Janeiro, leading projects on technology policy, privacy and urban data in Latin America and BRICS. For the past decade, Reia’s research and advocacy agenda has focused on building collaborations with government and civil society, resulting in publications in four languages and numerous policy contributions on AI and data ethics.

This comprehensive course delves into the intricate landscape of artificial intelligence (AI) policy, regulation, and governance from a global perspective. Over ten classes, students will explore the emerging challenges and opportunities presented by the widespread adoption of AI models. The course aims to equip students with a deep and practical understanding of AI's legal, ethical, and societal implications, fostering informed decision-making and responsible innovation across sectors. Key topics include current discussions on AI ethics, the evolution of AI policy frameworks, comparative analysis of international regulatory approaches in different areas (copyright, misinformation, trustworthiness, environmental issues, labour and education), and the role of global institutions in shaping AI governance. Students will engage with case studies, collaborative thinking, and interactive discussions to critically examine issues that span from data privacy and algorithmic bias to accountability and innovation. By the end of the course, we will have gained the knowledge and skills necessary to navigate the complex global AI policy landscape, advocate for ethical AI practices, and contribute to the development of robust governance structures that promote the beneficial use of AI technologies worldwide.

Upon successful completion of this course, students will be able to:
Understand fundamental concepts, theories, policies, and controversies around artificial intelligence (AI) globally.
Think critically about the policy, regulation and governance challenges embedded in AI, and how countries are tackling them.
Question the various impacts of AI on individuals, organizations and communities, especially in the global majority and BRICS.
Discuss emerging AI policies and regulatory frameworks in specific areas (such as health, finance, security, defense, journalism, culture, education and urban planning).
Acquire critical reading skills useful to comprehend scholarly papers, policy documents, legislation, and news articles.
Articulate, through assignments, analyses regarding global governance issues related to AI.
