Keiichi Ogawa
教师简介
Keiichi Ogawa, PhD, Professor/Department Chair, Graduate School of International Cooperation Studies at Kobe University. He is also an Adjunct Professor at Columbia University and an Honorary Professor at Kyrgyz National University, National University of Laos, and the University of Dhaka. He has served at various universities, including as an Affiliate Professor (University of Hawaii at Manoa), Adjunct Professor (George Washington University), and Visiting Professor (University of Tokyo). He is a former Education Economist at World Bank Headquarters and a former Governing Board Member of UNESCO IIEP, with a wealth of development experiences at various organizations, including ADB, IADB, JBIC, JICA, UNICEF, UNESCO, and the World Bank. He has worked on development assistance activities in over 30 countries and has authored/co-edited ten books and over 150 journal articles/book chapters in economics of education, education finance, and education policy. He holds a Ph.D. in Comparative International Education and Economics of Education from Columbia University.
课程内容
The primary objectives of this course are the following three: a) to understand the role of human resources development (HRD) in economic and social development; b) to understand the analysis of the HRD sector (education sector); and c) to develop an understanding of the economic concepts and approaches for HRD public policy-making and strategic planning. This course covers HRD issues in the developing countries of Africa, Asia, Latin America, and the Middle East. This course also covers methodologies and applications of cost analysis, cost-effectiveness, and cost-benefit analysis in education. The roles of crucial development organizations (e.g., UNESCO, UNICEF, OECD, World Bank) are reviewed by examining how they have challenged sustainable development and poverty reduction in developing countries.
Finally, this course provides exposure to applications and challenges of strategic planning presented by means of guest lectures offered by experts working in governments of countries of the Global South and in international organizations (e.g., UNESCO, UNICEF, World Bank). Students will have the opportunity to interact with leaders working in governments and international organizations. This course will be helpful for those who wish to work for international organizations in human resources development.
