Dr. Xin Ye is an assistant professor from Institute for Global Public Policy, Fudan University. Her research interests are population, health and social policy. Her work has been published in high-quality academic journals, such as JAMA Network Open, Lancet Regional Health-Western Pacific, Social Science & Medicine, Journal of the American Geriatrics Society, American Journal of Epidemiology, Health Policy and Planning, and Population & Development. She has led several projects funded by the National Social Science Fund of China, the National Health Commission, etc. She is the editorial board member of Nature portfolio journal Scientific Reports. She also works as an anonymous reviewer of journals such as Public Management Review, BMJ Global Health, International Journal for Equity in Health, and Health and Place.

“Social Policy and Development” is a comprehensive course designed to introduce students to the intricacies of social policy and its impact on social change. Throughout the course, students will explore a variety of social issues such as poverty, inequality, migration, housing, health, and aging within a comparative framework. The curriculum is structured to begin with fundamental questions about what constitutes a social policy, how such policies differ across political and ideological spectra, and how governments develop, implement, and evaluate these policies. The course then extends into applied analysis, where students will critically examine how social policies operate in different contexts, addressing specific societal needs and challenges. This course aims to deepen the students’ understanding of the theoretical underpinnings of social policy and their application in real-world scenarios.

By the end of the course, students will be able to:
Define key terms, theories, and concepts central to social policy, and articulate the ongoing debates within the field.
Critically analyze and assess various approaches to social policy, focusing on their design, implementation, and impacts.
Examine social policy interventions targeted at different demographic groups such as the elderly, families, and the unemployed, assessing the effectiveness of these approaches.
Apply theoretical knowledge to evaluate real-world cases of social policy applications, synthesizing this information to draw informed conclusions about their efficacy and impact.
Develop the ability to communicate complex social policy issues effectively, akin to a policy briefing, and engage in informed discussions that reflect a deep understanding of global and local policy scenarios.

Student Assessment
Policy Analysis Paper (50%):
Students will write a policy analysis paper on a selected social policy topic, applying the frameworks and methodologies discussed in class. This paper will require students to critically evaluate a policy's design, implementation, and impacts.
Class Participation (30%):
Active participation in class discussions and engagement in debate sessions. Students are expected to critically engage with the course material and contribute insights during lectures.
Group Project (20%):
Students will work in groups to develop a policy proposal addressing a specific social issue. The project includes presenting the proposal in class and submitting a detailed written report.
