Abstract

With the rapid advances in the interactions between digital technology and governments, there are increasing numbers of studies on digital government. By systematically reviewing these existing knowledge, this study provides a definition and a framework in capturing the characteristics of digital governance in China. First, digital governance focus on the application of data-, Internet- and intelligence-driven technologies. Second, digital governance focuses on the policy targets both in the real and virtual worlds. Third, digital governance focuses on the incorporation of multiple stakeholders in the policy process. Fourth, digital governance focuses on not only the domestic issues but also the international issues. Fifth, digital governance focuses on the facilitation of the governing ideas of building service-oriented, innovation-oriented and open governments.
