The Inter-local Collaboration Logic of Delivering Government Services on a Cross-city Basis: Evidence from Guangdong

Abstract

Accelerating government services delivery on a cross-city basis is the core initiative to provide people with greater access to services outside of their home jurisdiction, and important to the transformation of government functions and the building of service-oriented government to satisfy the people. However, the literature on the development pattern and logic of inter-governmental cooperation behind "off-site availability" lacks in-depth discussion. This study designs an integrated framework including two dimensions of elements:the demand side and the supply side. This study empirically analyzes the “cross-city services” of 21 city-dyads in Guangdong Province. Through undirected Logit Regression analysis, it is found that both supply and demand factors contribute to the collaborative connection of the cities. Further qualitative analysis reveals the microscopic mechanisms of the core elements. The article reveals that strong demands coming from residents and regional cooperation strategies, and city governments’ professional management capability can help cities reach bilateral collaboration and promote further government service reform.
