ABOUT IMPA

The International Master of Public Administration (IMPA) is a two-year, full-time, English-taught program. This program aims to train mid-career students from public and other organizations around the world by combining the global frontiers and China’s local practices of public management. Students who fulfill the graduation and degree requirements will be awarded the International Master of Public Administration from Fudan University. The IMPA program equips students with global vision, scientific quality and professional skills and prepares students to become leaders and managerial professionals in global public/private sectors and international organizations.

 

PROGRAM HIGHLIGHTS

  • Interdisciplinary training. This cutting-edge program is led by a distinctively interdisciplinary and multinational team of world-class scholars and accomplished leaders in government, business, and the nonprofit sector. The program aims to prepare students with in-demand skills essential for tackling global policy challenges in areas such as government innovation, climate change, public health, technology governance, and aging, etc.

  • Diversified cohort. The IMPA program attracts a highly diverse range of students from all over the globe including both the Global North and the Global South. Students of diverse professional backgrounds will learn in collaboration with each other and fully leverage the resources that are available to them to advance their future career.

  • International platform. Students in the IMPA program will benefit from the word-class academic resources and abundant international connections provided by IGPP and Fudan University. Students can join the frontier research projects, attend international conferences and seek internship opportunities in global partners collaborating with IGPP and Fudan. Students can also find great work and practice opportunities in Shanghai, one of China’s most international cities.

  • Flexible arrangement. Students in the IMPA program can flexibly arrange their own study schedules within two years. The program allows students to complete most of the credits in the first year and write their master theses remotely in the second year. By doing so, students can successfully graduate without sacrificing work and life commitments.

 

WHAT YOU CAN GET FROM IMPA

Upon successful completion of the program, graduates should be able to:

  • Acquire multidisciplinary knowledge and cutting-edge methodologies necessary to understand and analyze the key policy challenges.

  • Gain a comprehensive and in-depth understanding of key global governance issues and new frontiers.

  • Develop personal skills including but not limited to critical thinking, data analysis and cross-cultural communication.

  • Enhance personal ability to discuss policy issues in public occasions and the leadership in public organizations.

 

CURRICULUM

The four core courses of the IMPA Program focus on the cross-disciplinary fundamentals of policy analysis.

Core courses (12 credits)

  • Public Management (3 credits)

  • Institutions and Public Policy (3 credits)

  • Practical Research Methods in Public Policy (3 credits)

  • Governance Practice in China and the World (3 credits)

Elective courses (6 credits)

The elective modules provide students with the opportunity to explore their interested fields in greater depth. Students are encouraged to elect three courses from the following five specialty areas:

  • Political Economy

  • Public Policy

  • Public Governance

  • Practical Research Report

  • Methodology

Basic courses (7 credits)

  • Chinese Government and Governance (3 credits)

  • Language Courses (4 credits)

Academic activities and social practices (4 credits)

  • Attending five academic lectures or giving one formal presentation at a national or international conference.

  • Being a conference volunteer, a research assistant, or an administrative assistant.

To graduate with a master degree, you must

  1. Take full course load including core courses, elective courses, basic courses and academic activities and social practices.

  2. Pass all courses. GPA of basic and core courses is no less than 2.5.

  3. Write a master thesis (20,000 words in minimum, including an English and a Chinese abstract) and pass the thesis defense.

  4. Accomplish the program in 2-5 years.

 

APPLICATION

Students should have at least three years working experience in principle.

International students*

  • Phase One: From November 10, 2024 to January 4, 2025 (for self-funded and scholarship application).

  • Phase Two: From March 1, 2024 to April 30, 2025 (for self-funded application).

  • Admission decision (acceptance, waiting list, or rejection) is usually delivered to the applicant 1-2 months after the submission of applications.

  • August 2025: Visa application

120,000 RMB/year

Scholarship

International students are eligible to apply for the Chinese Government Scholarship and Shanghai Government Scholarship to cover their tuition and living expenses in China. Please see details below:

1) Scholarships offered via Fudan University:

  • Chinese Government Scholarship (Chinese University Program): students can visit the CSC website and complete the online application in due time.

  • Youth of Excellence Scheme of China Program: students can check the general information of the Scholarship Program and complete the online application in due time.

2) Shanghai Government Scholarship: students can visit the SGS website and complete the online application in due time.

3) Scholarships offered by other dispatching authorities:

  • Chinese Government Scholarship (Bilateral Program): students can visit the CSC website and contact the local Chinese Embassy, Consulate or other dispatching authorities for more details.

 

ACCOMMODATION

Fudan University offers limited on-campus accommodation for international students in the Foreign Students Dormitory at the Handan campus, where the IGPP is located.
