The 21^st century began with great hopes for a new high technology based industrial revolution. These include information, biotechnologies and AI. Now, two decades into the century, hopes are matched by concerns about human ability to govern potential adverse consequences from the new technologies, particularly when governance is still not adequate to manage the potential adverse effects of 19th-20th century fossil fuel and nuclear technologies. In the new era of globalization, understanding the dynamic interactions of emerging technologies and governance and their scientific, economic and social impacts is becoming increasingly imperative today. How do countries (or cultures) compare in defining and approaching opportunities and challenges? How adequate are existing global governance institutions, and for what opportunities and challenges will new institutions be needed?  What is and should be the roles of government, experts, and citizens in the development of governance systems? What can government, scientific community and other stakeholders do to foster responsible and innovative technology?

To promote rich synergies among analyses treating different facets of tech emergence and governance, the First International Workshop on Emerging Technology Governance (ETG2020) will be hosted by the Institute for Global Public Policy, Fudan University and the LSE-Fudan Research Centre for Global Public Policy on May 23 (Saturday), 2020.

Both theoretical and empirical studies from different disciplines on new technology governance are encouraged. Contributions are on (but not limited to) one or more of the following topics are particularly welcome:

• Learning from prior experiences in technology governance-for example technology assessment, the roles of experts (and expert codes), business (and business associations), citizens and government;

• Cross country collaboration and research networks on new technology governance;

• Research ethics, scientific integrity and responsible innovation;

• Novel policy instruments and big data analytics for technology forecasting and governance;

• Policy responses to socioeconomic consequences of emerging technologies;

• Governance transformation in response to emerging technologies;

• Collaboration and competition between public and other sectors;

• Technology analysis and strategic management in emerging fields;

• Case studies in technology governance in emerging fields;

• Policy learning, adoption, and diffusion.

The topic on emerging technology and innovation governance is intrinsically inter-disciplinary and cross-boundary. We look forward to a cross-disciplinary network of scientists, specialists, policymakers, practitioners and research managers around the world to explore future technology governance and innovation management

Publication plan

The journal, Global Public Policy and Governance (GPPG), is an English journal published by Springer with a focus on comparative and global studies on policy and governance issues. The journal is hosted by the Institute for Global Public Policy of Fudan University and the LSE-Fudan Research Center for Global Public Policy. Papers presented at the workshop will be invited to be submitted to GPPG. Publication decision will be based on a standard process of peer review.

Schedule

• Submission of abstracts for panel: by Mar 1, 2020

• Acceptance decision and feedback: Mar 15, 2020

• Submission of the drafts of the papers: May 15, 2020

• Panel in Shanghai planned on May 23, 2020.

Contribution format and procedures

• Extended abstracts should be between 300 and 500 words, including:

  Name of the authors (indicating participants), affiliation, title and position, email and address, article title, theories/perspectives, research methods, and tentative results and findings.

• Articles should be between 5,000 and 7,000 words.

• Abstracts and papers should be submitted by email only. Please email your abstract to:chinapa@fudan.edu.cn

• Label your message “Abstract for ETG2020”.

• Abstracts and papers should be submitted in MS Word format (version 97-2003 or any more recent version). Save the file as the paper major title plus the last name of the first author.

Logistics

• We will offer three-night hotel on May 22-24 (one room per paper), and provide conference meals.

• We will provide round-trip tickets (economic) for participants, preferably to participants who can deliver a full paper either during the panel or soon after it.

• No registration fee.
