Background and Goals

In 2013 a group of scholars from leading universities in the BRICS countries met in Shanghai and resolved to develop academic cooperation and hold annual scientific gatherings and events on a range of topics of mutual interest. Following on from this, in 2016 an expert group on public administration was launched, and since then annual symposia have been held on various issues relating to development and governance in the BRICS countries. The BRICS consortium has since expanded and in addition to Brazil, Russia, India, China and South Africa, it now includes Ethiopia, Saudi Arabia, United Arab Emirates, Iran, Indonesia, and Egypt and referred to as BRICS+. More than a fora for the delivery of research papers, the symposia serve as a vehicle to build a community of scholars who share a commitment to crafting alternative models of development based on the BRICS’ experiences.

Following the Sixth International Symposia held at the Indian Institute of Management in Raipur, India, the Seventh Symposium is to be hosted by the Institute for Global Public Policy (IGPP) at Fudan University in Shanghai. The broad orientation of the symposium will be on the advancement of the United Nations Sustainable Development Goals (SDGs), the approaches adopted by different BRICS countries, and the possibilities which exist for collaboration between them in attaining these goals. Given the existential threat to humanity posed by climate change, a particular (but not exclusive) focus of the symposium will be on the approaches adopted by BRICS+ countries to mitigate and adapt to the negative impacts of climate change. Amongst the topics which might be explored under this theme are the following:

  • Reforms introduced in the public sector to address organizational and/or societal problems associated with climate change mitigation and adaptation. This would include considerations of the extent to which advancement of other SDGs is being constrained by climate change and environmental degradation and how this is being addressed. 

  • Measures adopted by BRICS+ countries in support of a green and just transition in developing countries.

  • Collaboration between BRICS+ countries in forging a consensus on measures necessary to reduce CO2 emissions and other factors contributing to global warming.

  • Case studies of local/regional governance approaches to ongoing climate impacts (extreme and more frequent floods, drought, heat, wildfire, and longer term impacts such as sea level rise).


Contributions Format and Procedures

Applicants should submit a paper abstract (in English) of no more than 500 words by 28 February 2025. In addition, the submission should include the title of the paper, the author/s name, affiliations, positions, and the e-mail of the corresponding author.

Intended Symposium Results

Authors will be encouraged to refine the papers they have presented and to submit them for consideration in a special issue of Global Public Policy and Governance, which is a Q2 journal in Political Science and Q3 journal in Public Administration, hosted by Institute for Global Public Policy (IGPP), Fudan University. The organizers will also explore the possibility of publishing an edited book subject to the number of papers presented at the symposium.


Logistics

The organizers offer a three-night hotel stay for the duration of the conference (26-28 June 2025) and will provide conference meals (lunches and coffee breaks) for a limited number of selected papers (one author per paper). We will also provide visa support. There is no conference fee.
