The Speaker:

Dr. Keiichi Ogawa is a Professor/Department Chair in the Graduate School of International Cooperation Studies at Kobe University, a Governing Board Member of the UNESCO International Institute for Educational Planning (IIEP), an Honorary Professor at Kyrgyz National University/ University of Dhaka, and an Affiliate Professor at The University of Hawaiʻi at Mānoa. He has also served as a Visiting Professor at Columbia University and The University of Tokyo. He is a former Education Economist at the World Bank headquarters, and his research interest lies in the economics of education, education finance, and public policy in the education sector. He holds his Ph.D. in Comparative International Education and Economics of Education from Columbia University.


Abstract:

This lecture presents the role of human resources development (HRD) in poverty alleviation, economic development, and peace-building. It also explores how Arab countries approach HRD through an analysis of global public architectures. Specifically, it addresses the current situation of Arab HRD in reviewing UN Millennium Development Goals (MDGs) and Sustainable Development Goals (SDG), the World Bank’s human capital index, and learning poverty. The lecture also focuses on Yemen as a case study and reviews the government's public policy on HRD and its practices, including support from international communities such as UNICEF and the World Bank.
