On October 14, 2026, at the invitation of the Secretariat of the League of Arab States (LAS), a delegation led by Professor Yijia Jing, Dean of the Institute for Global Public Policy (IGPP) at Fudan University, visited the LAS headquarters in Cairo, Egypt. Professor Fahmy, the newly appointed Secretary-General of LAS, warmly welcomed the delegation in his office.

Secretary-General Fahmy commended the significant achievements of cooperation between Fudan University and LAS Secretariat in recent years and praised the mutually beneficial strategic partnership established between the two sides. He noted that China is playing an increasingly important and constructive role in global governance. As the leading international organization in the Arab region, LAS Secretariat will continue to promote exchanges and cooperation between its member states and China across a wide range of fields. He also praised IGPP for leveraging its institutional strengths to advance extensive and innovative cooperation with Arab partners in education, culture, and other areas. He expressed his hope that IGPP and LAS Secretariat would further deepen their collaboration in global governance, AI, sustainable development, and crisis management. Recalling his experience in establishing the School of Global Affairs and Public Policy at the American University in Cairo (AUC), he noted that he had pioneered an exchange program enabling Chinese students to visit Egypt. He also expressed his hope that IGPP would strengthen its partnerships with academic institutions across the Arab region to foster exchanges and support the development of young people from both sides.
Professor Jing expressed his gratitude to Secretary-General Fahmy for the warm reception. He conveyed cordial greetings from Professor Xin Qiu, Chancellor of Fudan University, and Professor Li Jin, President of Fudan University, to Secretary-General Fahmy and former Secretary-General Gheit, a distinguished alumnus of Fudan University. He then provided an overview of IGPP’s development and recent achievements and reviewed the major areas of cooperation between Fudan University and LAS in recent years. Professor Jing noted that Fudan University has actively supported the implementation of the “Eight Major Common Actions” for practical China–Arab cooperation proposed by President Xi in 2022. Cooperation with Arab countries has become an important dimension of Fudan University’s international development, with its partnership with the LAS Secretariat playing a particularly central role. Through close and practical cooperation with the LAS Secretariat, the Association of Arab Universities, and universities and other institutions across the region, Fudan has established important platforms and initiatives in academic research, talent development, cultural and people-to-people exchanges, and public diplomacy. A major milestone was the agreement signed by Fudan University and the LAS Secretariat in 2025 to jointly establish the General Secretariat of LAS–Fudan Centre for Global Leadership Development, aimed at addressing emerging needs and challenges in global governance. Professor Jing thanked the LAS Secretariat for its continued support and trust and outlined several upcoming collaborative initiatives.
During the meeting, Secretary-General Fahmy accepted an invitation to contribute an article to Global Public Policy and Governance, an international academic journal hosted by IGPP. He also agreed to introduce a “Policy Briefing to the LAS Secretary-General” activity as part of the Fudan–Arab League Excellence Internship Program and accepted an invitation to visit Fudan University for academic lectures and exchanges.

During the visit, the IGPP delegation held a working meeting with Minister Plenipotentiary Farraj Alajmi, Director of the Education and Scientific Research Department of the LAS Secretariat. The two sides held in-depth discussions on the China–Arab Forum on Global Development and Governance, the organization of research and academic activities, degree programs in China for LAS officials, and the development of innovative dual-degree programs. Officials from the department, including Nourhan and Nelly, also attended the meeting.

The delegation subsequently met with Minister Plenipotentiary Dina Seif, Director of the Training and Business Development Department of the LAS Secretariat. Discussions focused on this year's academic training camp for young and mid-career LAS officials, the China–Arab Youth Summit, the Fudan–Arab League Excellence Internship Program, the establishment of an office for the General Secretariat of LAS–Fudan Centre for Global Leadership Development, and various professional training initiatives. Jad and other officials from the Training Department also participated in the meeting. The delegation also took the opportunity to meet with Fudan alumni Hayam Al-Sallal and Mostafa Mohamed, who are currently working at the LAS Secretariat.

While in Cairo, Professor Jing visited the School of Global Affairs and Public Policy at AUC, where he met with Dean Mohamed Al-Ississ and Associate Dean Shahjahan Bhuiyan. The two sides exchanged views on existing student exchange programs, the China–Egypt University Students Dialogue on Global Governance, and collaborative initiatives under the framework of the China–Arab School of Public Policy and Administration. The delegation also met with Professor Noha El-Mikawy, former Dean of the School, for further academic exchanges.

The delegation also visited the Embassy of the People’s Republic of China in Egypt, where they met with Minister-Counselor for Education Chunsheng Lu. Professor Jing provided an update on Fudan University’s cooperation with LAS and other major partners across the Arab region. Mr. Lu shared insights into Egypt’s current political and economic situation and the latest developments in China–Egypt cooperation in higher education. He encouraged Fudan University to continue advancing innovative educational and cultural cooperation with Arab partners.

Professor Yingyao Chen of School of Public Health and Rong Zhang, Director of the IGPP Administrative Office, also participated in the visits.
