Professor Kübler is a professor in the Department of Political Science and co-director of the Center for Democracy Studies at the University of Zurich. He is also an associate researcher at the Center for European Studies and Comparative Politics at Sciences Po, Paris. Professor Kübler points out that direct legislation involves constitutional and legal systems and reflects the distribution of power between government agencies. In Switzerland, the majority of citizen initiatives and referendums are related to public policies. He indicates that direct legislation in Switzerland has helped resolve political conflicts, reduce public spending, and improve citizens' satisfaction with their lives.

During the commentary and Q&A session, Professor Dong and Professor Wang provided insightful comments on the lecture. Audiences engaged in lively discussions on topics such as the relationship between population size and democracy, the practical implementation of direct democracy, and the selection process for citizen proposals.
