IGPP Hosts Lecture on “Global Dialogue in Public Administration: Contributions and Prospects of Chinese Scholars”

On September 18, 2025, the Institute for Global Public Policy (IGPP) at Fudan University hosted an academic lecture. Professor Liang Ma from the School of Government at Peking University delivered a keynote titled “Global Dialogue in Public Administration: Contributions and Prospects of Chinese Scholars.” The lecture was chaired by Associate Professor Ziteng Fan, with Associate Professor Xuefan Zhang from the School of Government at Sun Yat-sen University serving as the commentator.

Professor Ma began by examining the internationalization of Chinese public administration research, systematically reviewing SSCI public administration publications by Chinese scholars over the past five years. He highlighted a steady increase in international publications, rising from 72 papers in 2019 to 199 in 2024, with an increasing proportion focusing on China-related topics, demonstrating the growing global visibility of Chinese scholars in the field.

Professor Ma further analyzed the structural characteristics of Chinese scholars’ international publications. He noted that collaborative research has become the mainstream approach, quantitative methods—especially secondary data analysis and surveys—dominate the field, and research themes are increasingly centered on policy processes, collaborative governance, and digital government.

Professor Ma shared strategies for engaging in global academic dialogue, emphasizing that developing an independent knowledge system and integrating into the international scholarly community are complementary. He advised Chinese scholars to draw on local practices to identify universal theoretical questions and to enhance the international impact of Chinese public administration research through high-quality publications. He also encouraged young scholars to maintain a problem-oriented approach, academic passion, and active engagement in international collaboration.

After the lecture, participants engaged in a discussion on various topics. Associate Professor Zhang shared insights on the operation and development trends of Chinese and English journals, emphasizing that reader recognition and theoretical contribution are key, and advised young scholars to strategically select research niches and appropriate submission venues. Associate Professor Feng Wang from the China Public Finance Institute at Shanghai University of Finance and Economics offered perspectives on disciplinary differentiation and the integration of interdisciplinary approaches.

The lecture concluded with Associate Professor Ziteng Fan expressing gratitude to Professor Ma and presenting a commemorative gift. The event ended to warm applause from faculty and students, marking a successful and engaging scholarly exchange.
