Dr. Ping Zhang is an Associate Professor in the School of International Relations and Public Affairs at Fudan University. He got his BA in Geophysics from Nanjing University, MA in Economics from Tsinghua, and Ph.D. in Public Administration from the University of Georgia. His research focuses on property taxation, intergovernmental fiscal relations, and local governance. His recent articles appear in Public Administration and Development, Journal of Contemporary China, Public Personnel Management, Public Finance and Management, Journal of Public Budgeting, Accounting & Financial Management, and in some Chinese journals such as Economic Research Journal (《经济研究》), Chinese Public Administration (《中国行政管理》), Comparative Economic & Social Systems (《经济社会体制比较》) , Journal of Public Administration (《公共行政评论》), and Journal of Public Management (《公共管理学报》). He is also a recipient of Pu Shan Award (浦山奖) for the policy research.
