From March 9 to 13, 2026, Associate Professor Evgeny Styrin, Head of the Digital Transformation Laboratory at the School of Public Administration of HSE University, together with Associate Professor Anna Sanina, visited the Institute for Global Public Policy (IGPP) at Fudan University for a series of academic exchange activities. Dean Yijia Jing and Associate Professor Ziten Fan warmly welcomed the visiting scholars. During the visit, both sides engaged in extensive and substantive discussions on research collaboration, faculty exchange, summer schools, and cooperation in degree and non-degree programs.

IGPP organized a series of meetings between the visiting scholars and its faculty members. The delegation also met with Associate Research Fellow Bin Ma, Deputy Director of the Center for Russian and Central Asian Studies at Fudan University’s Institute of International Studies, and Professor Li Tang, Deputy Chair of the Department of Public Administration at the School of International Relations and Public Affairs. These discussions focused on shared research interests and explored potential directions for future collaboration.
On March 11, the visiting scholars participated in an in-depth exchange session with students from IGPP and the Russian Department of the School of Foreign Languages. The discussion centered on digital governance and public service innovation. Drawing on their latest research, the scholars shared insights into digital government transformation and discussed practical challenges in technological implementation, illustrated through examples from local digitalization practices in Russia. The session was highly interactive, with students actively raising questions on issues such as digital literacy among civil servants. Many students also expressed strong interest in future study and exchange opportunities in Russia.


On March 13, the two scholars delivered the 24th session of the Fudan–Arab Lecture Series, presenting on the theme “Digital Transformation of Public Administration: Multilevel Governance Model in Russia.”

IGPP has maintained a long-standing academic partnership with the School of Public Administration at HSE University. The two institutions jointly initiated the BRICS Development and Governance Forum and have sustained active academic exchanges over the years. This collaboration also constitutes an important component of the university-level agreement signed between Fudan University and HSE University in 2025. The visit further strengthened mutual understanding between faculty and students at both institutions and opened new avenues for future collaboration.
