From May 9 to 10, 2026, the Fifth National College Student Public Management Decision-Making Simulation Competition of East China Region was successfully held in Hangzhou. The Competition was guided by the Steering Committee for Public Administration Education under Ministry of Education, hosted by the Chinese Association for Science of Science and S&T Policy, co-organized by its Public Management Committee, and organized by the School of Public Administration at Zhejiang Gongshang University, with technical support provided by Shanghai Zhexun Information Technology Co., Ltd. Professor Jianxing Yu, Secretary-General of the Ministry of Education’s Steering Committee for Public Administration Education, attended the opening ceremony and delivered remarks on behalf of the guiding institution. Renowned scholars including Minghao Ou, Baogui Du, Huang Huang, Xuesong Ma, Yuanyuan Xu, Yuantai Sun, and Shaowen Zhan served as judges. Teams from 54 universities across five East China provinces and municipalities, including Fudan University and Zhejiang University, participated in the competition through collaborative learning and practical simulation exercises.

Three students enrolled in the “Global Public Policy and Governance” undergraduate program offered by the Institute for Global Public Policy (IGPP), Mengdie Yuan, Gulinigeer Xieraili, and Zhou Yang, represented Fudan University under the guidance of Associate Professor Ziteng Fan. After three highly competitive rounds, the team achieved the highest overall score and won the Grand Prize. They also received the “Best Team Award” and the “Best Public Management Decision-Making Simulation Award.” Associate Professor Fan was recognized as an “Outstanding Faculty Advisor.”


During their studies in the program, the three students developed a strong interest in digitally empowered public management decision-making simulations through interdisciplinary and cutting-edge courses such as Global Digital Government Development. Motivated by academic interest, they formed a competition team and successfully translated classroom learning into practical achievement. In the team defense session, the students applied policy cycle and policy mix design theories in the program to analyze governance challenges surrounding tramway systems and proposed policy solutions for sustainable urban governance. Their presentation received unanimous praise from the judging panel.

The “Global Public Policy and Governance” undergraduate program is jointly organized by the IGPP, the College of International Cultural Exchange, and the LSE–Fudan Research Centre for Global Public Policy. Leveraging Fudan University’s strengths in internationalization and interdisciplinary education, as well as its strategic partnership with LSE, the program offers a series of interdisciplinary, cutting-edge, and internationally oriented courses on global public policy and governance for undergraduate students from diverse academic backgrounds.
The National College Student Public Management Decision-Making Simulation Competition is one of the most influential academic competitions in the field of public administration in China. A distinctive feature of the competition is its integration of public management policy design with simulation-based decision-making exercises. As the undergraduate program’s first participation in the competition since its establishment, this achievement demonstrates IGPP’s strong effectiveness in advancing practice-oriented public administration education through international and interdisciplinary approaches.
