From June 1 to 6, 2025, the Institute for Global Public Policy (IGPP) at Fudan University conducted an academic exchange visit to New York City, Boston, and Washington, D.C. The delegation was led by Dean Yijia Jing of IGPP, and included Associate Dean Haoqi Qian, Associate Professor Ziteng Fan, Associate Professor Meijun Liu, Assistant Professor Wenyan Tu, and Postdoc Fellow Tingzhong Huang. During the visit, the delegation engaged with leading schools of public affairs and policy, including the New York Univeristy (NYU) Robert F. Wagner Graduate School of Public Service, the Marxe School of Public and International Affairs at the City University of New York (CUNY), the National Bureau of Economic Research (NBER), the Harvard Kennedy School, the Frederick S. Pardee School of Global Studies at Boston University, including the Global Development Policy Center and the Pardee Center for the Study of the Longer-Range Future, the Elliott School of International Affairs at George Washington University, and the School of International Service and School of Public Affairs at American University. The delegation also participated in the 2026 Public Management Research Conference (PMRC 2026). The visit marked a comprehensive restoration and expansion of IGPP’s strategic partnerships with U.S. public administration and policy institutions.
On June 1, the delegation visited NYU Wagner School of Public Service, where Dean Jing met with Associate Academic Dean Rajeev Dehejia. The two sides introduced their respective institutions and discussed potential collaboration on student exchange programs and joint degree initiatives. In the afternoon, the delegation visited the Marxe School at CUNY. Dean Jing met with Senior Director for Strategic Initiatives and External Relations Angelina Delgado and Professor Bin Chen. Discussions focused on joint degree models, student recruitment strategies, and curriculum flexibility within international public affairs education.


On June 2, the delegation visited Harvard University. Dean Jing met with Professor Richard Freeman, faculty member at Harvard and researcher at NBER, to discuss science and technology policy and explore the possibility of jointly establishing a global science and technology policy research center. The delegation also met with Professor Kathryn Sikkink at the Harvard Kennedy School, who introduced the Ash Center for Democratic Governance and Innovation and the Carr-Ryan Center for Human Rights. Discussions focused on international law and global governance.


In the afternoon, the delegation met with Dean Scott Taylor, Associate Dean Timothy Longman, and Professor Min Ye of the Pardee School of Global Studies. Dean Jing introduced IGPP’s institutional background, academic positioning, and global cooperation network, emphasizing its “Global South” research agenda. Both sides discussed potential cooperation in student exchange, dual-degree programs, faculty mobility, and special journal issues. The delegation also visited the Pardee Center for Global Development Policy, where researchers introduced ongoing policy-oriented research, global data infrastructure development, and collaboration networks in China. In addition, discussions were held with students in the Pardee Center’s long-term futures program on academic research topics.


On June 3, the delegation visited the Elliott School of International Affairs at George Washington University. Dean Jing met with Dean Alyssa Ayres and Associate Dean Benjamin Hopkins. The Elliott School expressed strong interest in expanding student exchange opportunities with Fudan University. Both sides emphasized the importance of integrating strengths in global governance and public policy to develop innovative collaborative programs.

On June 4, the delegation visited the School of International Service at American University. Dean Jing met with Professor Tamar Gutner, Senior Director Lee Ullmann, and Associate Professor Matthew Erie. The two sides discussed academic programs, student recruitment, and international cooperation models, and explored opportunities for student exchange, dual degrees, and faculty visits. Professor Dan Guttman, a visiting professor and member of the National Academy of Public Administration, also participated in the meeting.

On June 5, Dean Jing met with Dean Alison Jacknowitz of the School of Public Affairs at American University, to discuss future cooperation possibilities.

On June 6, Dean Jing held a breakfast meeting with Director Bruce Dickson of the Sigur Center for Asian Studies at George Washington University to exchange views on joint talent development and academic collaboration.

From June 4 to 5, IGPP faculty members participated in the PMRC 2026, presenting papers and engaging in scholarly exchange with international participants.

During the visit, IGPP and the China–Arab Network of Schools of Public Policy and Administration (CANSPPA) also held in-depth discussions with major public affairs organizations, including the National Academy of Public Administration (NAPA), the American Society for Public Administration (ASPA), and the Network of Schools of Public Policy, Affairs, and Administration (NASPAA).
